The previous Transportation System Plan (TSP) was adopted in 1999. The Astoria Transportation System Plan Update Project resulted in a new, updated plan for the City, along with implementation of land use ordinances and funding plan. The previous TSP was over ten years old and approaching the previously established planning horizon of 2016. This project established a new 2010 baseline and 2035 planning horizon.

The Astoria City Council held a public hearing on the proposed updated Astoria Transportation System Plan (TSP) on April 21, 2014. The Astoria Transportation System Plan was adopted by Ordinances 14-02, 14-03, and 14-04 on April 21, 2014.
