Pipeline Road Waterline Resilience Project 

The sole water transmission main that delivers water from the City of Astoria’s watershed and water treatment facility to the Astoria City limits is approximately 10 miles in length. The existing waterline was built in 1963 and is a 21-inch concrete cylinder pipe. The alignment of the water transmission main traverses through undeveloped land and crosses multiple landslides along the alignment that generally follows Pipeline Road. This pipe supplies water to Astoria residents and multiple outlying water districts.

In 2019, the City commissioned a "Pipeline Road Water Transmission Main Resilience Study" that identified 42 landslide locations along the transmission main alignment that were vulnerable to land movement activity. The Pipeline Road Waterline Resilience Project was developed using the study recommendations and includes replacing over 5,600 feet of transmission waterline in two separate locations.

In May 2022, the City accepted an allocation of the American Rescue Plan Act (ARPA) Coronavirus State Fiscal Recovery Funds for design and construction of this project in the grant amount of $2,930,000. Tetra Tech was contracted to perform engineering design work and Tapani was awarded the construction contract. Construction is scheduled to begin the first week of February 2025 and be completed by the end of July 2025. During this time, Pipeline Road will be closed to all vehicular traffic from the Astoria gate on James Street to Svensen Market Road in Svensen.
