Citywide Forms & Permit Applications
The City of Astoria requires permits and/or approvals for activities that are performed within the City's jurisdiction. These approvals are designed to protect the City and public by ensuring that work is conducted in a safe manner consistent with City standards. The forms below may be viewed, downloaded or printed from your web browser; you may request a hard copy by calling or visiting the appropriate department. Complete forms should be submitted to the department listed on the form for review and approval. Permits are not valid until approved by all authorized departments and required fees are paid; click here to view the City fee schedule.
Applications must be complete in order to be accepted for processing. Incomplete applications or applications submitted without plans will not be accepted for review.
- Blank Building Permit Application (property owner signature or written authorization is required)
- Contractors must upload the completed Building Application Form and related plans into their Oregon ePermitting application.
- Homeowners are to email the completed Building Application form to buildingdivision@astoria.gov

- Sandwich Board Permit Application: Sandwich board signs (A-frames) are allowed to be located on a City sidewalk with a yearly permit. Signs are limited to 8 square feet (2' x 4') and only one sign is allowed at each location.
- A Sign Permit is required for any installed sign; including anything visible from the outside of a building or visible on the site. See the sign brochure for additional information.
- Homestay Lodging License: If you would like to apply for a Homestay Lodging License, please send an email with your address and contact information to planning@astoria.gov.
- Pre-Application Form (must be signed by the property owner)
Prior to submitting Public Works applications: Applications submitted without the required Planning approvals will be placed on hold until the Planning process is complete. You may request a Pre-Application Meeting by completing a Pre-Application Meeting Request Form and remitting it to planning@astoria.gov. If you have not satisfied Planning requirements for your project, reach out to the Planning Division at planning@astoria.gov.
Completing your Public Works applications and plans: Plans must meet the requirements of the City's Engineering Design Standards, Water and Sewer Resolutions (linked below), Astoria City Code and Astoria Development Code; incomplete plans and applications will not be accepted for processing. System Development Charges (SDCs): Visit our webpage on SDCs for information about SDCs and rates. Please email engpermits@astoria.gov to request an estimate. Per ACC § 2.840, SDCs are due upon issuance of the related permit.
Submitting Public Works applications: Complete applications and plans must be emailed to engpermits@astoria.gov or delivered to City Hall. Applications and plans must be complete to be accepted for processing; incomplete applications will be returned. Public Works applications cannot be submitted via Oregon ePermitting.
Payments: We are able to accept credit card payments for amounts < $1,000. Credit card payments may be made by phone by calling the Engineering Division at (503) 338-5173 on business days before 2 PM. Checks may be made out to the City of Astoria and mailed or delivered to: City Hall, ATTN: Engineering/1st Floor, 1095 Duane St., Astoria, OR 97103.
- Public Works Construction Application (private development of public improvements)
- Exceptions to the Engineering Design Standards should be addressed via a design exception request (see Engineering Design Standards § 2.6)
- Requires engineer's construction cost estimate and performance bond
- The plan review fee must be paid prior to your submittal being forwarded for plan review
