The purpose of the Development Code is to promote orderly city growth, conserve and stabilize property value, encourage appropriate land use and establish standards for population density. It provides for adequate open space, fire and police protection, avoidance of traffic congestion; it also promotes and protects public health, safety, convenience and general welfare.
